South Norwalk Station Area Study

The Norwalk Redevelopment Agency is currently implementing its Norwalk TOD Redevelopment plan. Under the guidance of the Norwalk Redevelopment Agency and the City of Norwalk, a study of the area surrounding the South Norwalk Train Station is underway.


About the Project

The Norwalk Redevelopment Agency is currently implementing its Norwalk TOD Redevelopment plan. Under the guidance of the Norwalk Redevelopment Agency and the City of Norwalk, a study of the area surrounding the South Norwalk Train Station is underway.


Approximately 26 acres surrounding the South Norwalk Train Station, bounded by Monroe St. to the north, Dr. Martin Luther King Dr. to the west, Lowe St. to the southwest, Chestnut St. and Henry St. to the east and including Ely Ave. and a portion of Lexington Ave. to the south, has been identified as the submarket area to study. These are general boundaries and subject to change by the study recommendations.


The study will move through two phases and the final plan will include graphic representations of the potential build-out. The first phase of the study will examine some initial questions to establish baseline conditions for the area.


Phase I Questions:

  • What is the highest best use of the area?
  • How can we best accommodate affordable housing in the area (at a 1:1 ratio)?
  • What are the parking and infrastructure needs and limitations in this area?
  • What opportunities for public/private partnerships exist to support implementation of study recommendations?
  • How can we improve the Lexington Avenue Historic District through façade improvements and development? How can connections be improved between this neighborhood and the train station?
  • How will the larger South Norwalk TOD area plan interact with and incorporate the findings from this new TOD sub-plan?


Based upon the data and conclusions reached from the initial phase, we envision the second part of the study establishing more finite details.


Phase II Questions:

  • What is the appropriate density, massing, building, and streetscape design within the context of the existing redevelopment plan and existing zoning for SSDD?
  • What impact will COVID-19 have on current market demand and construction cost viability?
  • What is the potential for establishing a multimodal transportation hub at the South Norwalk train station, including exploring the feasibility of relocating the bus station hub near the station and providing improved accommodations for pedestrians, bicycles, scooters, pick-up and drop-off vehicles, and on-demand transportation, micro-transit, and fixed route uses?
  • What are the economic benefits and impacts of the preferred development scenario?


The study will be a coordinated effort between the Agency, the City and the residents and business owners in South Norwalk. On February 25, 2021, the first of multiple public meetings planned for the Norwalk community to add their input was held. The meeting included an informational presentation and an opportunity for participants to share comments and ask questions. A similar presentation was given during the District B March 2021 Meeting.
