Site Preparation & Development

Proper preparation of sites for development includes the legal ownership, satisfaction of encumbrances, physical clearance of buildings, and preparation of the land and removal of any contaminants. State and Federal funds may be available to support environmental cleanup for the redevelopment of brownfields. Development assistance involves support for navigating through the public process at every step of the project from planning, design, zoning approvals, acquisition, financing, building permitting, construction, marketing, leasing, and management.

Brownfield Remediation

30 Monroe Street

The Agency received a $500,000 EPA Brownfield Cleanup Grant to remediate contaminated soil at the City-owned South Norwalk Train Station parking lot and $1,950,000 from DECD to support redevelopment of the site into a mixed-use transit-oriented development. Cleanup began in 2024 and is expected to finish in 2025.

55 MLK Drive

The Agency requested $2,000,000 in EPA Brownfield Cleanup funding to remove contaminated soil from the City-owned parking lot at 55 MLK Drive and received $3,000,000 from DECD to complete a subsequent cleanup phase and support redevelopment of the site into a mixed-use transit-oriented development.

Meadows Garden

The Agency received nearly $3.5 million to help demolish contaminated buildings at the Meadow Gardens public housing complex and is passing the funds to the Norwalk Housing Authority to support redevelopment of the site into a new affordable housing complex. The Agency is providing technical assistance for the grant.

Utility Infrastructure

467 West Avenue (Waypoint District-Pinnacle)

DECD awarded the City an Urban Act Grant for infrastructure improvements, including utilities, near the mixed-use transit-oriented development at 467 West Avenue. The City passed the funds to the Agency to manage the project. DECD also awarded the Agency an OPM TOD grant to expand the project and further support transit-oriented development.

15-17 Chestnut (SoNo Station TOD)

DECD awarded the Agency a CT Communities Challenge Grant to support utility improvements around the South Norwalk Train Station. The Agency is managing the funds and project to support a mixed-use transit-oriented development adjacent to the station.

55 MLK Drive

The Agency was awarded a DECD Community Investment Fund Grant to support infrastructure improvements near 55 MLK Drive for a mixed-use transit-oriented development. The project includes replacing and relocating an old brick sewer pipe beneath the site, as well as additional utility improvements needed to support high-density redevelopment..

Streetscapes & Mobility

467 West Avenue (Waypoint District-Pinnacle)

Part of the Agency’s infrastructure funding through the DECD OPM TOD and Urban Act Grants is dedicated to streetscape and mobility improvements. Upon completion of utility improvement work, the Agency will oversee the milling, paving, and restriping of roadways, and reconstruction of sidewalks to meet current city standards for pedestrian access, biking, and lighting.

15-17 Chestnut St (SoNo Station TOD)

Part of the Agency’s DECD funding through the CT Community Challenge Grant is dedicated to streetscape and mobility improvements around the South Norwalk Train Station. The existing driveway through the commuter parking lot will be transformed into a tree-lined access drive with the character of a Complete Street. There will also be streetscape improvements on surrounding streets, including Henry, Mulvoy, and Franklin, in support of transit-oriented development.

55 MLK Drive

In support of a transit-oriented redevelopment project, the Agency’s DECD Community Investment Fund will also provide funding for streetscape and open space improvements at 55 MLK Drive. Sidewalks will be improved to meet current City standards for pedestrian access, lighting, and aesthetics. A public park on site will be part of the project and driveways and walkways through the site will be enhanced to Complete Streets standards.

Technical Assistance

SoNo Station TOD

The Agency is assisting the City with a Land Disposition Agreement for the sale and redevelopment of a portion of the commuter parking lot at 30 Monroe Street. The project is coordinated with ongoing brownfield cleanup and infrastructure and streetscape improvements, and will create approximately 200 mixed-income housing units in a mixed-use, transit-oriented development near the South Norwalk Train Station.

Webster Lot

The City-owned parking lot at 55 MLK Drive presents an opportunity for high-quality development addressing South Norwalk’s needs for parking, commercial space, housing, and open space. The Agency is assisting the City in identifying a private development partner to transform the site into a mixed-income, mixed-use, transit-oriented community. The project is coordinated with ongoing brownfield remediation and utility, streetscape, and mobility improvements.

Oak Grove

In 2023, the Agency assisted the Norwalk Housing Authority in securing $1.8 million from the DECD Community Investment Fund for the development of a Housing Authority-run Learning Center in the Oak Grove community. As the grant recipient, the Agency is supporting the project through a pass-through agreement.

Columbus Court

As part of the Agency’s DECD CT Communities Challenge project, the Agency is investing in the rehabilitation of the affordable housing complex at 25 Chestnut Street in South Norwalk. The improvements will enhance the complex’s appearance, efficiency, and livability while preserving quality affordable housing.

Wall Street Place

An integral part of the West-Wall Redevelopment Plan, the West-Wall Redevelopment is moving towards completion and includes hundreds of mixed-income rental apartments, commercial retail space, and structured parking atop surface parking and underused lots. The Agency has assisted the City with navigating legal challenges, funding gaps, and land use approvals to get the project underway. The Agency will continue to provide assistance to ensure that the project is completed.
