Community Development Block Grant (CDBG)
Overview
The Community Development Block Grant (CDBG) Program was established under Title I of the Housing and Community Development Act of 1974, as amended. Through an annual formula-based allocation, the program provides funding to states, cities, and counties to support locally driven community development activities that strengthen and sustain neighborhoods. CDBG funds are commonly used for housing improvements, public facilities and infrastructure, and public services projects that benefit low- and moderate-income residents.

Notice of Funding Opportunity Released

As administrator of the City of Norwalk’s Community Development Block Grant (CDBG) program, the Norwalk Redevelopment Agency released the Notice of Funding Opportunity (NOFO) for the PY52 CDBG program year, the second year of the five-year plan, which commenced on July 1, 2025 and ends on June 30, 2029.
Proposals were accepted from organizations providing assistance to low- and moderate-income households residing within the City of Norwalk that meet a Priority Need identified by the City’s Consolidated Plan. The City and Redevelopment Agency invited all interested parties to submit PY52 CDBG sub-award applications to the Redevelopment Agency by 12:00 AM (midnight) on Friday, January 30, 2026. The application is a Google Form, so to open and successfully complete it you must sign-in with a Google account.
An application information session was held via Zoom on Tuesday, December 16th. Interested applicants could attend the meeting via the information provided here, or could have a requested an invitation from Stephen Ivan at sivan@norwalkct.gov. All questions related to the NOFO, application, or assistance accessing the information session could have been submitted to the same address.

Annual Action Plan Draft
A public hearing to discuss the draft AAP was held on April 23, 2026 at 4:30 PM. Click here for public hearing notice and meeting information.
A 30-day public comment period of the draft AAP began on April 24, 2026 and ended on May 25, 2026 at 11:59 . If you have questions send them to Sivan@norwalkct.gov.

Consolidated Annual Performance and Evaluation Report (CAPER)
As the administering agent for the City of Norwalk’s Community Development Block Grant Program, the Norwalk Redevelopment Agency (Agency) will submit the Consolidated Annual Performance and Evaluation Report (CAPER) to HUD. In PY51, $833,261.00 was made available for the CDBG program. This report details the use of CDBG funds over the course of the PY51 (July 1, 2025 through June 30, 2026) grant period. In accordance with the provisions of 24 CFR 91.105(d), a 15-day public comment period on the draft CAPER begins Thursday, September 3, 2026, and ends on Friday, September 18, 2026.

Consolidated Plan (Con Plan)
The Norwalk, CT Five-Year Consolidated Plan (Con Plan) is mandated by federal law and regulations promulgated by the U.S. Department of Housing and Urban Development (HUD) for the City to receive federal funding for affordable housing and community development initiatives benefitting primarily low and moderate-income persons. This Con Plan consolidates into a single document the planning and application requirements for the Community Development Block Grant (CDBG) program. Con Plans must be prepared and submitted to HUD every three to five years; Norwalk uses a five-year Con Plan cycle.
